When you have the agency, you must first fulfil the requirements of three separate security contracts before you may access the payphone missions. You will need to play the security contracts in your office. Once you have finished the first security contract, you will need to phone Franklin and request the next mission in order to begin the second security contract.

You must first complete the assignment titled Asset protection, which requires you to remain stationary and eliminate all of the foes that approach you within a ten-minute time limit, as depicted in the image that follows.

After you have successfully completed three separate security contracts, Franklin will give you a call, at which point you will be able to locate a payphone anywhere on the map. On the minimap, the payphone is represented by a picture of a telephone.
