Albie, who works at the Broom Store in Hogsmeade, will give you this quest when you visit him there. After a brief discussion about the broom enhancements with him, you will be given the mission to go and speak with Imelda Reyes. This will take place after you have met up with him.
After following the white marker on the map, get on your broom and fly to the spot that has been indicated. It is important to keep in mind that you can gain a speed boost by simultaneously pressing the Shift key and the left mouse button.
