Dexterity increases the speed of casting spells, sorceries and incantations. It does not increase the speed of your attack of your character even if you use melee or any ranged weapon.

However it gives you some benefits wth non-combact mechanics that makes it easier for you to survive in the game longer. Also dexterity does not make you swing faster in Elden Ring.
