As you complete the initial set of three-story objectives that you were given at the Briefing Table, you will be allowed to begin this assignment early on. There’s an exclamation point icon over Joe when you enter the Fire Station. Simply go talk to him in Armory when you notice this, and he will assign you the job.

Luckily, this quest is as easy as they come. To begin, head to the Sedgewick neighborhood’s Creelman House, located south of the Fire Station. Proceed to the location indicated by your map, watching for any patrolling vampires or cultists. As soon as you enter the house and go inside, you will hear Joe’s brother’s voice pleading for assistance and claiming that he is stuck in a barrel.

There’s an unlocked door which results to the basement, but for now, just spend some time robbing the main floor and everything above it, because you won’t be returning anytime soon. After you’ve filled your booty to the brim, descend into the basement and turn to view the door behind which Joe’s brother’s voice emanates.
